Kysha L. Fedd, PhD Captain (retired), has 19 years of experience in law enforcement. She served as a captain for the Gadsden County, Florida, Sheriff’s Office (GCSO). While at the GCSO, she was instrumental in implementing several initiatives to include the Citizens on Patrol program and the restructuring of the agency’s development plan for law enforcement and corrections bureaus. In 2019, Dr. Fedd was appointed as the chief strategy officer for the U.S. Virgin Islands (USVI) Police Department by the USVI governor. In this position, she developed a 3-year strategic plan and assisted with departmental policies. Currently, she is a consultant conducting organizational assessments and tailoring trainings to organizational needs using lived experiences to create custom, interactive workshops on topics such as servant leadership, emotional intelligence, employee morale, coping with stress, and being a trusted advisor. Dr. Fedd earned a doctoral degree in public safety organizational leadership from Capella University; a master’s degree in public administration from Florida Agricultural and Mechanical University (FAMU); and a bachelor’s degree in sociology, also from FAMU. She is a life member of the Academy of Criminal Justice Sciences and the National Organization of Black Law Enforcement Executives.
